DESCRIPTION: Advise and assist customers with the Lifecycle Certification and Accreditation (C&A) process and develop a Systems Security Plan (SSP). The Certification Agent will oversee all of the technical assessment activities performed by the security control assessors and security staff assisting in the assessment activities.  Certification Agent analyzes the weaknesses to make risk based decisions describing the potential impacts to confidentiality, integrity and availability.  Certification Agent is a senior security advisor is accustom to presenting technical material to senior business managers in a non-technical manner to ensure a clear understanding of how the risk(s) impacts the mission and/or business functions. 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Manage the Certification and Accreditation (C&A) registration process.
  • Possess knowledge of Intelligence Community Information Assurance policies and regulations and how they relate to the certification and accreditation process
  • Assemble and submit C&A packages to Principal Accreditation Authority/ Designated Accreditation Authority.
  • Coordinate C&A actions and system testing with appropriate security personnel.
  • Maintain a document repository where C&A project documentation is stored.
  • Monitor and track projects in the C&A test queue.
  • Read and analyze SSPs and develop understanding of systems and applications.
  • Record/register IPC actions concerning project approvals to operate in the C&A database.
  • Work closely with Information Systems developers to identify the appropriate certification/approval processes and authorities.
  • Assimilate the concept of new applications and relate them to the overall Sponsor computing and communications environments.
  • Act independently when making technical and business judgments.
  • Display good communications skills, written and oral.
  • Possess knowledge of risk management methodology, the Sponsor’s standard project cycle.
  • Possess strong technical skills and analytic ability.
  • Possess knowledge of Certification Testing of TS/SCI Information Systems and Applications.
  • Possess knowledge of Information Assurance assessment tools, Lotus Notes, Microsoft Office, encryption technologies and identity and authentication technologies.

MEET THE MINIMUM CERTIFICATION AGENT QUALIFICATIONS:

  • BS/BA degree in a Computer Networks and Cybersecurity or Computer Science (or equivalent).
  • 3+ years of experience assessing information systems following NIST Special Publications.
  • Possess familiarity with a variety of the IT technologies, architecture, concepts, best practices, and procedures.
  • Possess familiarity with assessing commercial cloud environments.
